OEM_InterruptDisable
In Windows Embedded CE6 InterruptDisable is only callable from kernel-space.
The function OEM_InterruptDisable is a workaround to use InterruptDisable from user-space.
This function disables a hardware interrupt as specified by its interrupt identifier.
